STAKEHOLDER COMMUNITY BOARD
Since the Collaborative is community-owned, the community sets the course. Our Stakeholder Community Board is consensus-based and plays a vital role in guiding efforts to align the healthcare community and track progress toward the Utah Model of Care. Scott Barlow, CEO of Revere Health, and R. Chet Loftis, Managing Director of PEHP Health & Benefits co-chair the Board. Their leadership and expertise are instrumental in advancing our shared vision for healthcare in Utah. THE UTAH MODEL OF CARE
In fall 2024, Governor Spencer Cox and the One Utah Health Collaborative formally adopted the Utah Model of Care. Grounded in extensive research, listening sessions, and a literature review, the Model focuses on three core goals: affordability, quality, and trust. These priorities guide the Collaborative’s work to improve healthcare access and outcomes for all Utahns.
The Model also defines seven key attributes of an ideal healthcare system, shaping a vision for a more effective and efficient future. Innovation is central to this framework, ensuring continuous improvement and adaptability to Utah’s evolving needs.

Provides options for accessing care that meets patient needs

Healthcare Spending Target Task Force
In 2023, the Collaborative's Stakeholder Community Board announced a trailblazing task force to set the state's first healthcare spending growth target. The Task Force, co-chaired by Commissioner Jon Pike of the Department of Insurance, and Derek Miller, CEO of the Salt Lake Chamber, determined additional research is necessary before establishing a shared spending growth target.
